last year's presidential campaign republican vice presidential candidate paul ryan claimed he thought social security was an important program. his policies didn't support that necessarily. that's what he said. because when he explained his father died tragically as a teenager his mom was able to keep the family afloat thanks to social security survivor benefits. new jersey republican chris christie was no federal tax spend liberal but when hurricane sandy devastatf devastated his states he became one of the most vocal advocate for the government to spend billions immediately to help out his and other states. for his republican governor rick squlot spent years and millions of dollars of his own money fighting obama care tooth and nail now says he supports that laws expansion of medicaid in his state. the governor said his change of heart came when his own elderly mother died last year. empathy, especially in elected officials, is a good thing. but there is also something frustratingly blinkered and limited about this form of persuasion. if it's going to take every anti-gay politician

chairman paul ryan. most of that distinction was highlighted in the clip you just played. while both sides sort of maintain lower deficit numbers, they go about it in a different way. the democrats tried to vote raise new revenue. they struck the finance committee to come up with almost $1 trillion in tax reform package versus all the cuts on the spending side of the ledger on the house republican plan. so that is the debate we have been having for years and it is the debate we will keep having as these two budgets look to move to the course of their respective chambers next week. host: niels, what is new about what democrats are proposing? have we seen a lot of this comes from democrats before? guest: we're not talking about anything that is particularly novel. because we have not seen the senate to go through the formal process of drafting a budget resolution, holding a budget markup, and go to the floor with a budget resolution and pass a budget resolution in several years now, it is sort of putting pen to paper in a different way than we have seen the senate democrats do it lately. a l
